| Tianjin Institute for Drug
Control (TIDC) was founded in August 1953. The institute
is the governmental agency, under the jurisdiction of
Tianjin Food and Drug Administration, for technical supervision
of drug quality within Tianjin Municipal, and it is also
one of the earliest port institutes that the country authorized.
Its principal duties include: to evaluate and supervise
the quality of drug in accordance with the law, and to
take technical supervision on the quality of drugs in
links of research, production, circulation, and using;
meanwhile to undertake the relative scientific research
and technological service. The range of inspection refers
to the random, imported and commissioned inspection; the
registration inspection of domestic and international
drugs and hospital preparations, and technological checking
those of quality standard; the cleanliness monitor and
inspection of environments of drug research, production,
circulation, using, etc.; the medicine packaging material
inspection; some drafting, checking, and review of Chinese
pharmacopoeia and other national standards assigned by
the National Pharmacopoeia Committee; and scientific research
on the drug quality, inspection methods and technology.

| TIDC has 174 staff,
149 of whom are technicians engaged in a variety of professions,
including 43 seniors, 47 intermediates, and 59 elementary
and followings separately. Of 43 seniors, 8 are also the
members of the Chinese Pharmacopoeia Committee, the National
New Drug Evaluation Committee, and Imported Drug Evaluation
Committee; 6 of them enjoy government subsidy. The institute
consists of 6 laboratories i.e. the Chemical Medicine
Division, the Traditional Chinese Medicine Division, the
Antibiotic Division, the Biochemical Division, the Pharmacological
Division, and the Analytical & Research Division,
the Cleanliness Monitoring Center, the Medicine Packaging
Material Center, 6 administrative business management
departments, such as the Administrative Department, the
Business Department, the Personnel Department, the Equipment
Department, the Quality Supervision Department, the Finance
Section, and one Logistics Center. |

| The institute occupies
an area of 8120m2, and its construction area measures
up to 9940m2, 5100 of which is used for laboratory. The
total assets are approximately over RMB 47million. Its
library has more than 22 thousand volumes of books and
journals in different subject, and the traditional Chinese
medicine material samples exceed 3000 categories. The
institute possesses over 150 sets of more than 10 thousand
yuan instruments and equipment, such as GCMS, LCMS, HPLC,
GC, FTIR, UV-spectrophotometer, HPCE, which not only have
met the need of launching all kinds of experimental work,
but also have given security to the improvement of inspecting
technology and scientific research. |

| TIDC firstly was awarded the certificate
of measuring assessment by Tianjin Municipal Technical
Supervision Administration in 1989, and also passed the
recheck in 1994 and 2001 separately. In 1996, the institute
was approved the provincial laboratory authentication
by the Health of Ministry. It has just passed the laboratory
spot assessment by the National Accreditation Committee
for Laboratory in May 2004. Through the experience of
laboratory accreditation for years, its software and hardware
construction has correspondingly strengthened; its business
and administrative management has made further improvements,
and the quality supervision system of drug has gradually
perfected with each passing day. |
| As the developing prospect of “high-quality
service, sophisticated equipment, and sound environment”,
and the responsibility of insuring the safety and effectiveness
of drugs, TIDC should play an active role to the drug
quality supervision, meanwhile it should have also done
great contributions to rejuvenate the development of Tianjin
pharmaceutical industry and marketing. |
